Assessments of Intelligence Affiliations

This page will list the people I believe work, or have worked, for intelligence services: officers under official cover (OC, for example a diplomatic post) or under non-official cover (NOC, also called deep cover), and other people whose role I cannot yet establish. They may be American, French, Chinese or from any other country.

For each person, I give how sure I am as a dated probability — for some, 99% or more, beyond reasonable doubt in my mind; for others much less, for example 15% — together with my reasons and my evidence. When new evidence comes in, the probability changes, and each change is dated.

Some people appear under their real names, among them the French intelligence officers I have decided to denounce publicly in order to protect my wife. Others appear under pseudonyms, allonyms or code names.

This is not a leaked official list: I do not believe such lists are kept in computers. It is my own assessment, built from what I lived through and the evidence I kept.

My aim is the truth and the facts: every official who took part in the torture of my Chinese family and me — American, Chinese, French or from any other country, whatever their religion — must answer for it before a court of law.

Each probability is my assessment on the date given, with my reasons; it is not a court’s judgment.
